Mr Seah was educated at the Anglo-Chinese School, Singapore and graduated from the University of Singapore with a LL.B Honours Degree in 1977. He obtained a LL.M in 1978 under a Fulbright Scholarship awarded by the U.S. State Department and the Public Service Commission, Singapore for post-graduate studies in Harvard Law School.

Until 1989, Mr Seah was a full-time academic in the Faculty of Law of the National University of Singapore teaching Banking, Company Law, Labour Law and Public Law. He was the Vice-Dean of the Faculty when he left the University to enter private practice as a Partner of Shook Lin & Bok, Singapore. Together with Mr Ang, he left to become a founding Partner of A.ANG, SEAH & HOE in 1998.

Mr Seah is Legal Adviser to The Association of Banks in Singapore (ABS) and the Finance Houses Association of Singapore (FHAS). He is active as an Appointed Expert on the ICC Banking Commission's DOCDEX panel and as a Principal Mediator and Fellow of the Singapore Mediation Centre. He also serves on the disciplinary panels of the Public Service Commission, Singapore and of the regulatory bodies governing various professions. Hel has served for three terms as a member of the Resource Panel of the Singapore Government Parliamentary Committee on Law & Home Affairs, on the Income Tax Board of Review by the Ministry of Finance, Singapore and for ten years as a Referee of the Industrial Arbitration Court under the Industrial Relations Act.

He has served as a Senate Member of the Singapore Academy of Law and as a member of its Law Reform Committee as well as a member of the Board of Legal Education.
